The Infocomm Development Authority of Singapore (IDA) has today released a consultation paper. The paper aims to gather feedback from the industry and public to review the interconnection charging model for Internet dial-up traffic and the various proposals raised in the consultation paper. Following the full liberalisation of the telecommunication market, this review is timely to ensure the relevance and appropriateness of the interconnection charging model in a multi-operator, multi-network competitive environment.

This feedback will assist IDA in its review and enable it to have a better understanding of the issues and different needs and requirements of the relevant parties. It will also help IDA to assess, from a public interest perspective, the most appropriate interconnection model for inter-network conveyance of Internet dial-up traffic. IDA's policy objectives are to ensure that there is a level playing field for all network operators and service providers, and that end-users will enjoy the widest choice and flexibility in choosing their Internet access services.

The issuance of this consultation paper is part of IDA's on-going efforts to provide a platform for the industry and public to share their views on changes to be introduced to Singapore's infocomm policies.

All views and comments should be submitted in writing, and to reach IDA on or before 12:00 noon, 12 April 2002. IDA will consider the inputs submitted and make its policy decision thereafter. IDA targets to announce its policy decision by the second quarter of 2002.
