The Infocomm Development Authority of Singapore (IDA) has released an industry consultation paper today entitled "Review of Accounting Separation Guidelines (ASG) for Telecommunication Sector in Singapore".

Accounting separation refers to the separation of accounts in the key business areas of telecommunication service providers licensed by IDA. Accounting separation serves as a complementary tool to the various competition safeguards put in placed by IDA to ensure fair competition in Singapore's telecommunication sector. By making transparent licensees' relevant financial costs and revenues, the ASG act as the primary safeguard against potential anti-competitive cross subsidisation activities. Furthermore, it provides IDA with the necessary information to effectively administer and enforce other regulatory safeguards against anti-competitive activities such as predatory pricing. With market liberalisation, it is necessary to review the existing ASG to ensure that IDA's regulatory objective of ensuring fair competition continues to be effectively met.

The aim of this industry consultation exercise is to gather feedback for IDA's review of the ASG, as well as to facilitate industry's understanding of the revised ASG.

The issuance of this consultation paper is part of IDA's on-going efforts to provide a platform for industry members to share their views on the appropriate regulatory framework to be put in place, taking into account industry trends and developments.

All views and comments should be submitted in writing to reach IDA on or before 12 noon, 21 June 2001. Based on the comments received, IDA will make the appropriate modifications to the proposed ASG. IDA targets to release a final ASG by third-quarter 2001.
