Telecommunications (Wiring Work) Regulations 2024
The Telecommunications (Wiring Work) Regulations 2024 is effective on 1 July 2024. This new Regulations mandate the installation of optical fibre cables.
Since optical fibre cables have replaced copper cables to become the main telecommunication wiring in homes, IMDA stopped regulating copper cables installation under Telecommunications (Internal Wiring) Regulations 2005.
Telecommunication Wiring Installer Class Licence
Installers who wish to provide installation service for optical fibre cables after effective of the new Regulations will need to obtain a Telecommunication Wiring Installer Class Licence.
Qualifications needed and exemption

Applicant for Telecommunication Wiring Installer Class Licence needs to complete an optical fibre course conducted by the following institutions.
Institutions Course name Institute of Technical Education Certificate of Competency (“CoC”) in Fibre Optic Cabling
Note: Applicant who have obtained certificates for both courses (a) Fibre Optics – Essential Skills for Installer and (b) Fibre Optics – Test & Troubleshoot conducted by Institute of Technical Education are considered to have completed Certificate of Competency (“CoC”) in Fibre Optic Cabling.
100G Training and Consultancy Pte Ltd Certified Fiber Optic Technician (CFOT) FiberOpto Asia Pte Ltd Fiber Optics Installer Training & Certification James Contractor Pte Ltd Skill Evaluation Certificate (Knowledge) - Fibre Optics Installation Singtel Training Academy Fibre Optics Installation and Maintenance Republic Polytechnic Certificate of Competency for Fibre Optics Cabling Installer - Experienced installer with 1 year of working experience for telecommunication service providers (“telcos”) or telcos’ contractors can apply for exemption to register for the licence without attending the training course.
Registration and fee
- Apply Telecommunication Wiring Installer Class Licence via GoBusiness Licensing portal.
- Licence fee: $30. Goods and Services Tax (GST) is not applicable
Telecommunication Wiring Contractor Class Licence
Contractors who wish to provide installation service for optical fibre cables must employ wiring installer who has been issued with the new Telecommunication Wiring Installer Class Licence.
Qualifications needed
- Applicant for Telecommunication Wiring Contractor Class Licence need to have licensed wiring installer(s) under your employment and furnish the details of these licensed wiring installer(s).
Registration and fee
- Apply Telecommunication Wiring Contractor Class Licence via GoBusiness Licensing portal.
- Licence fee: $100. Goods and Services Tax (GST) is not applicable.

The Code of Practice for Telecommunication Wiring Work defines the exemplary wiring workmanship and practices which the licensed telecommunication wiring contractors and installers are required to comply with. It supports the licensing scheme by ensuring good quality of performance of telecommunication wiring and better aesthetics of the premises. Telecommunication Wiring Installer Class Licence
Q: I have an existing Telecommunication Wiring Installer’s Licence. Am I still licensed to install all types of cables?
A: All Telecommunication Wiring Installer’s Licences issued under the Telecommunications (Internal Wiring) Regulations 2005 have been voided and cancelled.
Before installing optical fibre cables, you need to attend an optical fibre course that is gazetted in the Regulations before applying for the new Telecommunication Wiring Installer Class Licence.
In order not to disrupt your fibre optic installation activity, we urge your co-operation to apply for the new License as soon as possible.
If you are only installing copper cables (not fibre optic), you are not required to apply for the new Telecommunication Wiring Installer Class License.
Telecommunication Wiring Contractor Class Licence
Q: I have an existing Telecommunication Wiring Contractor’s Class Licence. Am I still licensed to install all types of cables?
A: All Telecommunication Wiring Contractor’s Class Licences issued under the Telecommunications (Internal Wiring) Regulations 2005 have been voided and cancelled.
You will need to register for the new Telecommunication Wiring Contractor Class Licence, only if you intend to continue providing optical fibre cable installation service. You will need to have licensed telecommunication wiring installers under your employment, and to provide details of these installers in your application.
If you are only providing copper cable installation service (not fibre optic), you are not required to apply for the new Telecommunication Wiring Contractor Class License.
