IMDA conducted the Auction of 2.1 GHz Spectrum Rights (2022) for the deployment of 5G networks in Singapore. The auction followed IMDA regulations for spectrum rights auctions and assignments, with winning bidders agreeing to comply with prescribed technical specifications and terms and conditions of use.

The Phase 1 of the Assignment Stage of the Auction of 2.1 GHz Spectrum Rights (2022) commenced on 26 November 2021. Winning Bidders were able to reach an agreement on the placement of lots and submitted the Form for Agreement or Non-Agreement of Spectrum Assignment to IMDA on 7 December 2021. IMDA has reviewed and accepted the proposed assignment. The Assignment Stage is closed.
IMDA has issued a Final Provisional Award Notice to each Winning Bidder.

IMDA received Initial Offers submitted by the pre-qualified bidders by the deadline of 17 November 2021.
IMDA proceeded with the Quantity Stage of the Auction of the 2.1 GHz Spectrum Rights (2022) after receiving a total request for 70 MHz of paired spectrum, or 14 paired lots of 2 x 5 MHz each. This was 10 MHz of paired spectrum or 2 paired lots in excess of the spectrum available for allocation.
The Quantity Stage was conducted between 23 November 2021 and 24 November 2021.
Following the end of the Quantity Stage, the Winning Bidders were provisionally awarded the following:

Having reviewed the Pre-Auction Submissions, IMDA has pre-qualified the following bidders to participate in the Auction of 2.1 GHz Spectrum Rights (2022): Singtel Mobile Singapore Pte Ltd, TPG Telecom Pte Ltd, and a consortium consisting of M1 Limited and StarHub Mobile Pte Ltd.

At the close of the deadline for Pre-Auction Submissions, IMDA received a total of three submissions – one each from Singtel Mobile Singapore Pte Ltd, and TPG Telecom Pte Ltd, and a joint-submission from M1 Limited and StarHub Mobile Pte Ltd.

IMDA has issued clarifications to queries relating to the Auction of 2.1 GHz Spectrum Rights (2022). IMDA has also issued the final Auction Rules. Please refer to the table below.
Prospective Bidders who are interested in participating in the Auction of 2.1 GHz Spectrum Rights (2022) are required to submit the duly completed Pre-Auction Submission, along with relevant supporting documents, by 5 pm on 15 October 2021.

In view of requests from interested bidders for more time to submit their queries, IMDA has extended the submission deadline for the clarification of the Auction Rules for the Auction of 2.1 GHz Spectrum Rights (2022) to 5 pm, 7 September 2021.

IMDA is reviewing the allocation and use of the 2.1 GHz spectrum band upon expiry of the existing spectrum rights. IMDA has published the Auction Rules for the Auction of 2.1 GHz Spectrum Rights (2022) for 5G Standalone (SA) Network Architecture, for clarification by interested bidders.
All queries on the Auction Rules are to be submitted to IMDA at Consultation@imda.gov.sg with the subject header “Query on 2.1 GHz Auction Rules” by 5 pm on 31 August 2021. IMDA will finalise the Auction Rules after the clarification by interested bidders.
