Mr Lew Chuen Hong was appointed Chief Executive of the Infocomm Media Development Authority (IMDA) in June 2020. He leads IMDA in growing Singapore’s Digital Economy. This includes providing world-class infrastructure, spurring innovation, nurturing local companies, and anchoring global MNCs. This catalyses growth not just in the ICT and Media (ICM) domains, but also strengthens the core foundation of our economy. The aim is to secure Singapore’s place as an international digital metropolis.

A strong advocate for digital transformation, he oversees the upskilling of our workforce and the creation of good careers in the ICM domains. This also includes nurturing a digitally inclusive society for both young and old, so that all Singaporeans can enjoy the benefits and tap the opportunities of digitalisation.

Mr Lew joined IMDA following a distinguished 25-year career with the Republic of Singapore Navy where he was the Chief of Navy from 2017 to 2020. Notable highlights include overseeing Singapore’s maritime security operations during the Trump-Kim and ASEAN summits. He was conferred the SAF Overseas Service Medal for his role supporting the re-construction of Iraq.

In 2008, Mr Lew was seconded to the Ministry of Trade & Industry where he championed pro-enterprise policies to help local enterprises scale. He also drove the strategic review of the Research, Innovation, and Enterprise 2015 plan which set out Singapore’s strategy and investments to grow our knowledge-driven economy.

Mr Lew graduated with a Bachelors (Honours and Distinction) and Masters in Biology from Stanford University, USA. He also holds a Masters in Management, as a Sloan Fellow of the Stanford Graduate School of Business, USA.

Among his other appointments, Mr Lew also serves on the Board of Singapore’s Office for Space Technology and Industry (OSTIn). Mr Lew had previously served on the Boards of the Duke-NUS Graduate Medical School, the Maritime and Port Authority of Singapore, and ST Engineering. He was Chairman of the School of Applied Science Advisory Committee Board, Republic Polytechnic.

H.E. Hu Henghua was born in Hengnan of Hunan Province of China. He graduated with a degree of Master of Business Administration (MBA) and is a senior engineer. H.E. Hu Henghua currently serves as the member of the 20th CPC Central Committee, the Deputy Party Secretary of the CPC Chongqing Municipal Committee, the Mayor, and the Secretary of the Leading Party Members’ Group of the Chongqing Municipal Government.

Hon Gaspard Twagirayezu currently serves as the Minister of Education. Prior to his appointment, Mr Twagirayezu was the Minister of State in charge of Primary and Secondary Education. Before joining the Ministry of Education, He held policy and strategy analysis positions at the National Council for Science and Technology and the Office of The President. Mr Twagirayezu also taught STEM subjects in secondary schools. Minister Twagirayezu is a graduate of Oklahoma Christian University, where he earned a master’s degree in electrical and computer engineering.

H.E. Wang Jingtao

H.E. Wang Jingtao (born August 1971) is Vice Minister of the Office of the Central Cyberspace Affairs Commission, and Vice Minister of Cyberspace Administration of the People’s Republic of China (CAC).

Previously, H.E. Wang Jingtao served as Chief Engineer of National Administration of State Secrets Protection. He was the deputy head of National Administration of State Secrets Protection before he was appointed as Vice Minister of CAC in October 2023. He has a Master Degree in Engineering and is a senior Engineer.

H.E. Guangzhe Chen

Vice President for Infrastructure, The World Bank

SPEAKER

H.E. Guangzhe Chen, a Chinese national, is the Vice President for Infrastructure at the World Bank. In this position he leads the Bank's global efforts to build sustainable infrastructure in developing and emerging economies and supports the World Bank Group’s strategic priorities such as the climate change action plan and the private capital mobilization and enabling efforts.

H.E. Chen oversees the Bank's work across energy and transport sectors, digital development, and efforts to provide access to renewable energy, low-carbon transportation, digital connectivity, and quality infrastructure services to communities through public-private partnerships. Infrastructure represents around $77 billion of the Bank’s portfolio.

Prior to his current position, H.E. Chen served as the Regional Director for Infrastructure in the South Asia Region at the World Bank. He provided leadership and oversaw the formulation and implementation of the knowledge and financing programs across energy, transport and digital development in the region covering Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. The regional department has a portfolio of over 60 projects amounting to approximately $17 billion.

H.E. Chen was the World Bank’s Global Director for the Transport Global Practice from 2018 to 2020 and prior to that was Senior Director for the World Bank’s Water Global Practice. He has also served as World Bank Country Director for Ethiopia, in Addis Ababa, and subsequently for Southern Africa, covering Botswana, Lesotho, Namibia, South Africa, Swaziland, Zambia and Zimbabwe, based in Pretoria. His earlier career positions at the World Bank include roles as team lead and manager in the transport and urban, water and disaster risk management units.

An economist by training, H.E. Chen has over 25 years of international experience in the field of sustainable development, infrastructure finance and management with the World Bank Group and the Asian Development Bank. H.E. Chen holds a graduate degree in Economics from Harvard University, USA, and B.A. in Economics from Zhongshan (Sun Yat-Sen) University, Guangzhou, China.

Associate Professor Alexander Ling

Associate Professor Alexander Ling is an experimental scientist at the Centre for Quantum Technologies, located in the Kent Ridge campus of the National University of Singapore. His team conducts research into effective ways to build global quantum communications. One of their recent achievements was the demonstration of quantum entanglement on board small, nanosatellites. He has also co-founded two quantum technology companies and advises companies and governments on quantum technologies.

Anuj Srivastava is an entrepreneur and an active angel investor. He is the Co-Founder & CEO of Livspace, a Unicorn, and emerging Asia's largest and most trusted home interiors and renovations platform. He is also an investor - directly and through multiple venture funds - in over 150 companies and 10 unicorns across India, Southeast Asia, USA and Europe.

Before founding Livspace, Anuj worked at Google’s global HQ in Mountain View, where he led worldwide product marketing and growth functions for the e-Commerce, Shopping and Mobile Payments teams, Google local/ maps and online ad products such as Adsense.

Anuj has a Bachelor in Technology from the Indian Institute of Technology, Kanpur and an MBA from the London Business School where he received the prestigious “Accomplished Entrepreneurs' Award” in 2020. Dawn Tan

Dawn Tan is an award-winning Singaporean journalist and co-presents Asia Tonight and Singapore Tonight, CNA’s flagship primetime local news programmes, and Money Mind, a weekly feature on personal finance and investment.

In her years with the channel, Dawn has anchored coverage of key national events including a LIVE interview show with Singapore’s Prime Minister Lee Hsien Loong on Ask the Prime Minister in 2014. She co-anchored Singapore’s General Elections results show in 2015 and 2020. Dawn also helmed CNA’s LIVE coverage of the Swearing-In Ceremony for Singapore’s 8th President in 2017. She was part of the team covering Malaysia’s historic 2018 General Elections.

In November 2020, Dawn travelled to Washington DC to helm CNA’s complete coverage of the pivotal US Presidential Elections. Dawn has been the recipient of a number of accolades during her career as a journalist, including an award in 2017 conferred by the Securities Investors Association Singapore (SIAS) for Financial Journalist of the Year, an award for excellence in journalism pertaining to investor and personal finance education.

Dawn is an accomplished writer with nine published titles to her name. Her first book was a controversial bestseller Khameleon: The Elyamani Khamis Story, written in 1993. An alumnus of Raffles Junior College, Dawn later studied The History of Art, Design and Film at The University of Middlesex in the UK. Dawn is an avid supporter of climate action, conservation, and women’s empowerment issues.

Dr Miles Wen

Founder and Chief Executive Officer, Fano Labs Limited

Dr Miles Wen is CEO and Founder of Fano Labs Limited, a spin-off company from the University of Hong Kong (HKU) that has raised over tens of millions of dollars in venture investment from renowned investors such as Horizons Ventures and Alibaba. Dr. Wen specializes in information and communication technologies, optimisation algorithms, big data, and machine learning and has numerous academic publications and patents. Since 2016, he was appointed as Adjunct Assistant Professor (Electrical and Electronic Engineering) at HKU, where he takes active role in guest lecturing in topics related with technology transfer, startups, and artificial intelligence applications.

Dr Wen also actively contributes to the technology ecosystem. He is an active mentor at the iDendron Incubation Program at HKU, Founding Vice President of HKSTP Startups Alumni Association, EEE Industry Advisory Committee Member, School of Engineering, RMIT University, Member of Hong Kong Trade Development Council Electronics / Electrical Appliances Industries Advisory Committee, and Member of the Expert Review Panel of Logistics and Supply Chain MultiTech R&D Centre.

Dr Wen received his B.Eng. (CE) with First Class Honors and Ph.D. (EEE) from HKU in 2011 and 2015, respectively. He was also a Fulbright Scholar of Electrical Engineering & Computer Science at University of California, Berkeley.

Idan Zalzberg

Idan Zalzberg is the Chief Technology Officer of Agoda. In his former role as Chief Data Officer, Idan was monumental in managing and architecting Agoda’s data and security solutions. Idan joined Agoda in 2014 as Advanced Technology Architect Director and was later promoted to Vice President of Data, then to Chief Data Officer and to his current role as Chief Technology Officer in 2022. He was co-founder of Qlika, an award-winning UpWest Labs start-up specialising in online marketing optimisation, which was acquired by Booking Holdings Inc. in 2014. Idan received an M.S. Summa Cum Laude in Physics from Tel Aviv University and B.S. Physics and Mathematics from The Hebrew University.

Jay Schuren is the Chief Customer Officer, GM Generative AI of DataRobot. Jay is a technical business leader and has partnered with Fortune 500 companies to develop and deploy thousands of predictive and generative AI models across all industries.

Jay formerly served as DataRobot's Chief Data Science Officer where he drove organizational transformation across multiple internal and customer facing teams. He co-developed DataRobot's industry leading time series forecasting solution and GenAI offering. At his core, he believes AI is a transformational technology.

Jay began his career working in the aerospace industry. Jay has a Ph.D. in Mechanical Engineering with a concentration in Applied Engineering Physics from Cornell University.

Jo Cops

President, International Electrotechnical Commission (IEC)

Jo Cops became International Electrotechnical Commission (IEC) President on 1 January 2023, for a three-year term, having served as President-Elect since 1 January 2022. Prior to that, Mr Cops served as Treasurer from 1 January 2018 until the end of 2022. He has had a distinguished career in industry. Mr Cops was the Director of Industry Relations at Niko, a European leader in home automation.

Mr Cops began his career with Sony Belgium and subsequently held various management positions within Sony Europe, followed by senior positions at Telenet (Liberty Global) and Alpha Technologies Europe, with responsibilities pertaining to sales, marketing and strategic planning. Mr Cops led the Belgian Electrotechnical Committee (CEB-BEC) as the Secretary-General from 2012 to August 2021.

Mr Cops has a master’s degree in engineering and electronics. When he is not at work, you will probably find him around the tennis court or singing Renaissance and Baroque music in one of several vocal ensembles.

The IEC President represents the Commission and is the Chair of the General Assembly, the IB (IEC Board) and the PresCom (President’s Committee).

Karan Bhatia

Vice President, Government Affairs and Public Policy, Google

Karan Bhatia is the head of global policy and government relations at Google, where he advises Google’s leadership on policy issues and leads Google’s work with policy makers, government officials, and key political stakeholders in the United States and around the world.

Before joining Google in 2018, Bhatia served as President of GE’s Government Affairs & Policy function, where he oversaw a team of more than 100 government affairs professionals in 35 countries. Bhatia also served in senior positions in the US Government, including at the Departments of Commerce and Transportation, shaping US international economic policy. His last role was as Deputy U.S. Trade Representative, overseeing U.S. international trade policy with respect to Asia and Africa.

Prior to his government service, he was a partner in the Washington, D.C. law firm Wilmer, Cutler & Pickering, where he was a member of the firm’s international and corporate groups. Bhatia has written and spoken widely on international economic policy, taught at Georgetown University Law Center, and testified on many occasions before Congress. He is a member of the World Economic Forum’s Global Future Council on International Trade & Investment and sits on the boards of a number of nonprofit and trade associations focused on international economic policy.

Bhatia holds a bachelor’s degree from Princeton, a master’s from the London School of Economics, and a law degree from Columbia. He and his wife Sara have two sons.

Michael Punke

Vice President, Global Public Policy, Amazon Web Services

Michael Punke is Vice President for Global Public Policy, Amazon Web Services, and lives with his family in Montana. He has more than 25 years of experience in international trade and regulatory issues. Punke served from 2010 to 2017 as Deputy US Trade Representative and US Ambassador to the World Trade Organization (WTO) in Geneva. He had lead responsibility for international trade negotiations including the Trans-Atlantic Trade and Investment Partnership, the Trade in Services Agreement, the Environmental Goods Agreement, and all negotiations under the auspices of the WTO.

Punke also led the negotiations resulting in the 2013 Trade Facilitation Agreement, the first fully multilateral agreement in the WTO’s twenty-year history, and the 2015 Information Technology Agreement, the first WTO tariff reduction agreement in seventeen years. Punke served previously in government as Senior Policy Advisor at the Office of the United States Trade Representative (1995-1996); Director for International Economic Affairs at the White House National Security Council/National Economic Council (1993-1995); and International Trade Counsel to Senator Max Baucus (1991-1992), then chairman of the Senate Finance Subcommittee on International Trade.

Punke is the author of the novel, The Revenant, basis for the Academy Award-winning film, as well as two works of narrative nonfiction and several screenplays. Roger (Zhaoyang) Wang serves as the President of Alibaba Cloud's Global Data Center. Roger heads Alibaba Cloud's entire global data center expansion strategy, design, delivery, operations, covering 89 availability zones in 30 regions around the world across a four million-customer base.

Roger is a passionate R&D innovator at Alibaba Cloud, having designed its "ultra-large-scale lean operation" system, which allowed Alibaba Cloud to achieve the lowest operating cost per unit server in the international data center (IDC) industry. He has also led his team to develop intelligent infrastructural innovations to minimize operational costs and cybersecurity risks in Alibaba Cloud's data center ecosystem. Dr Joseph S. Broz is responsible for leading IBM Quantum’s quantum-centric supercomputing programs and adopting advanced quantum computing capabilities. He is also responsible for BD and Sales in the public and academic markets. Joe joined IBM Quantum in March 2021 after serving as the founding Executive Director of the federally chartered quantum economic development consortium (QED-C) under the National Quantum Initiative Act. He has supported DOE, DOD, Air Force, Army, Navy, DHS, NIH, NIAID, DOJ, and other departments through agency research, consulting contracts, and advisory boards.

Prior to the QED-C, Dr Broz served as Vice President of Applied Sciences at SRI, where he led laboratories in applied science, government business development, technical and business strategy. He also served as VP of Business Development and Research at Titanium Metals, and Laboratory Director of Tenneco, Inc., where he was responsible for product development, manufacturing operations, quality, technology, and environmental management across corporate divisions worldwide. He served as a White House Fellow for the Office of Science and Technology Policy in the administration of George H.W. Bush.

Dr Broz was a British American Fellow at Johns Hopkins SAIS, and a Senior Fellow for National Security and Energy at NORC at the University of Chicago. Broz has a B.S. in physics from the Massachusetts Institute of Technology and a Ph.D. in physics from the Swiss Federal Institute (ETH) in Zurich.

Dr Pete Shadbolt is Co-Founder and Chief Scientific Officer of PsiQuantum, a quantum computing company on a mission to build the world’s first useful quantum computer. After earning his PhD in experimental photonic quantum computing from the University of Bristol in 2014, Pete was a postdoc at Imperial College researching the theory of photonic QC. During his time at Bristol, he demonstrated the first-ever Variational Quantum Eigensolver and the first-ever public API to a quantum processor. Dr Tan Si-Hui

Dr Tan Si-Hui has broad experience of quantum information science, having been an active researcher in the field for two decades. She joined Horizon Quantum Computing, shortly after its inception, to pursue the ambition of making quantum computers a reality for everyone. At Horizon, she heads the research development and helps to oversee daily operations. Si-Hui received a BSc in Physics from Caltech and a PhD in Physics from MIT.

Professor Dame Wendy Hall, DBE, FRS, FREng is Regius Professor of Computer Science, Associate Vice President (International Engagement) and is Director of the Web Science Institute at the University of Southampton. She became a Dame Commander of the British Empire in the 2009 UK New Year's Honours list and is a Fellow of the Royal Society, the Royal Academy of Engineering, and the ACM. Dame Wendy was co-Chair of the UK government’s AI Review, which was published in October 2017 and a member of the AI Council. She is currently the co-Chair of the ACM Publications Board and Editor-in-Chief of Royal Society Open Science. She is an advisor to the UK government and many other governments and companies around the world and in 2023 was appointed to the United Nations high-level advisory body on AI.
