Notice: IDA has received requests from the industry to extend the deadline for the submission of comments to the "IDA's Preliminary Decision on SingTel's Request for Exemption From Dominant Licensee Obligations With Respect To The International Capacity Services Market" consultation paper. IDA will grant an extension of 2 weeks from the original deadline. All responses must be submitted to IDA by 12 pm, 6 January 2005.

Notice: IDA thanks the commenters for the substantive and constructive feedback received by IDA from the public consultation on SingTel's request for exemption. Pursuant to Section 2.6.2 of the Code, IDA will generally seek to issue an order granting or denying a request for exemption within 90 days of receiving the request. However, given that SingTel's request involves a suite of 10 different telecommunication services (collectively defined by SingTel as International Capacity Services or ICS), and the extra time required by the industry players to collate and provide the market data requested by IDA for these services, IDA has decided to extend the period of the review to allow more time for data collection and analysis, and for a thorough and comprehensive review. IDA is currently concluding the second phase of the review, which involves interviews with the users of ICS as well as the ICS industry players. IDA aims to issue a preliminary decision on the request as soon as possible. IDA will seek further public comment on the preliminary decision before making a final decision.
