Following the Minister's decision on 2 July 2004 regarding SingTel's appeal against IDA's decision to designate SingTel's local leased circuits as mandated wholesale service under the Telecom Competition Code, IDA has proceeded to require SingTel to submit the proposed amendments to its Reference Interconnection Offer to effect IDA's decision, as varied by the Minister's decision. IDA's direction to SingTel for the matter is as follows:

IDA has received notice of an appeal to the Minister on IDA's decision to designate SingTel's local leased circuits (''LLC'') as a mandated wholesale service and to allow co-location at SingTel's exchange buildings for access to the LLC under the Telecom Competition Code (''Code''). In the premises, IDA will wait for the Minister's decision on the appeal before proceeding further.
