Media Talent Progression Programme

About

The Media Talent Progression Programme (MTPP) is designed to develop the capabilities of media professionals in producing quality international content, build their track record and hone their ability to compete globally.

MTPP comprises Content Grants for Long-Form and Short-Form projects, and Overseas Development Grant for selected platforms and events.

Long-Form Content Grants

The Long-Form Content Grants support the production of feature film projects or episodic series that provide quality roles for local media professionals in Singapore, to build up their portfolio and experience.

Eligibility criteria

Long-form content projects can be either feature films of at least 70 minutes or episodic series.
Long-Form Content Grants are open to any Singapore-registered business entity that fulfils the following criteria:

  • Engages in info-comm media related activities.
  • Adopts the Tripartite Standard on Procurement of Services from Media Freelancers.
  • Produced media content that has been publicly screened, including at least one long-form project.
  • Producer (or main co-producer) of the submitted project must be from, or engaged by, the applicant’s company and must have “producer” or “co-producer” credits in a publicly screened feature film or episodic content.
Grant Eligibility criteria
Long-Form Content Grant – New SG Director

The director:

  • must be a Singapore Citizen/Permanent Resident.
  • has directed no more than two long-form content projects prior to this project.
  • has not received funding from IMDA for previous long-form content projects.
  • must have “director” credits in the following content which has been publicly screened (not self-published):
    • At least three short films OR
    • At least three episodes of a broadcast/OTT series OR
    • One feature film
Long-Form Content Grant - Southeast Asia (SEA) Co-Production

The project must:

  • have a Singapore Citizen or Permanent Resident as its co-producer from or engaged by the applicant, who has “producer”/”co-producer” credits in long-form content that has been publicly screened.
  • have a co-producer of SEA nationality (excluding Singapore), who must be from or engaged by a company registered in the SEA region (excluding Singapore).
    • The SEA Co-Producer must have “producer”/”co-producer” credits in long-form content that has been publicly screened.
  • have a director of SEA nationality (including Singapore) who must have “director” credits in the following content types:
    • At least three short films OR
    • At least three episodes of a broadcast/OTT series OR
    • At least one feature film
Long-Form Content Grant – Go Global Applicants must show proof of commitment from partners who contributed financially and/or creatively to the project.
Funding quantum

IMDA’s funding support for approved projects is as follows:

Short-Form Content Grant

The Short-Form Content Grant supports the production of short film or short content that provide quality roles for local media professionals in Singapore, to build up their portfolio and experience.

Eligibility criteria

IMDA defines short-form content projects as short films or video content not exceeding 40 minutes of runtime. The Short-Form Content Grant is open to any Singaporean Citizen/Permanent Resident or any Singapore-registered business entity that meets the eligibility criteria.

Short-Form Content Grant

The project must:

  • have a Singapore Citizen or Permanent Resident director and producer attached, who must not be the same individual.
  • have a director who has:
    • directed at least one short film with “director” credit which has been screened at selected film festivals and/or showcased or competed at any of the events listed under qualifying platforms.
    • not directed any feature films (runtime of at least 70 minutes)
  • have a producer with “producer”/“co-producer” or equivalent credits in media content (e.g. short or feature films, episodic series etc)
  • not be a commissioned piece or school project (e.g. final year projects or thesis films).
Funding quantum

IMDA’s funding support for approved projects is as follows:

Overseas Development Grant

The Overseas Development Grant supports media professionals in Singapore who have been selected for international programmes and platforms that are designed to develop their skills and projects as well as build their international connections and perspectives.

An example of this is Project Labs, which was created to further the development of an individual’s skillsets or projects in areas such as directing, producing, and scriptwriting. The Overseas Development Grant also supports participation at international project development platforms and prestigious awards or competition platforms.

Interested applicants can submit their application enquiries to info@imda.gov.sg or approach an IMDA Industry Officer to discuss their application. Eligible applicants will be issued an invitation via the Online Grant Management System.

  • NOTE: Applicants are advised to apply at least three weeks before the event date to allow IMDA reasonable time to process the grant. Should the applicant decide to travel before the application result is announced, please be aware that it would be at the applicant's financial risk as all applications are subject to approval.

Eligibility

Applicants must be:

  • a Singapore Citizen/Permanent Resident OR a Singapore-registered Business Entity that engages in info-communications and media, and related activities, and must have adopted the Tripartite Standard on the Procurement of Services from Media Freelancers (TS Media Freelancers).
  • selected and invited to a recognised Project Lab/development platform OR nominated for a prestigious award at selected award/competitions platforms.
Qualifying Costs

IMDA will support up to 100% of Qualifying Cost Items or up to $50,000 per application (whichever is lower). Qualifying Cost Items are as follows:

  • Round-trip economy airfare
  • Accommodation for the purpose of attending the event
  • Participation fees
For Project Development or Award/Competitive Platforms
  • Round-trip economy airfare
  • Accommodation for the purpose of attending the event
